There are addons that resume the download when something goes wrong.
You can mention an addon which download mp3 from video, u can mention another one which support resuming the download, but no way u could find one free tool which can do all these things together with on command line, it's matter of choice tho, u prefer GUI and that's totally understandable, everyone has his own preference

And always, always try to avoid any .tar.gz, .run, .deb>.rpm or similar solution that doesnt use native rpm methods and capabilities
