They are just not widely used yet because arm is most widespread where Performance per Watt counts - Phones.
Have a Look at Scaleway - They run MASSIVE arm server farms
And rent them for ridiculous Prices due to their low Power Usage while stil reasonably high Computation Power

That way on another, in countries less developed than USA or parts of EU you will still find 32-bit hardware being used for example in schools. It's the reality and you can't deny it; we all know 32bit x86 has no future but dropping it is just mean for these people
