Splash screens used to be installable back in Plasma 4, but they took that feature with the change to Plasma 5.

Yeah, even offline there are too many ways to poke the nose in others' businesses. Particularly from the State.

I spent a few weeks in Uruguay, and I was scared and shocked of the levels of intrusion the State has there. And nobody cares!
