Kinda, yeah. You basically import the file into the DAW and it should load the instruments related to the MIDI tracks e.g. if I set "electric guitar" for the midi track, the DAW should play it with an electric guitar.

Audacity can do this and can also load effect racks, but can't edit the midi tracks.
