that wasn't the reason for the freeze. The reason was that there were allegations that ReactOS had code lifted directly from the leaked Windows 2000 source, with the implication that it was happening for years.
It turned out false but it was a major set back to the project.

There was already a hard audit that found no evidence Windows code has been used, and the project's been careful ever since. The chances that some has crept in are extraordinarily low.

Well, technically, ReactOS has incorporated Windows code in the mean time. The fastfat driver that Microsoft released as MIT-licensed. That's a bit of a different case, since MS licensed it so that ReactOS can legally use it.

Microsoft sells licenses to the Windows kernel for research and educational purposes.
One person has to take the hit, get a contract and a promise to never contribute to ReactOS development, then compare the two and report findings.
