yes but it's pretty small. the italian community is a bit larger however (simone lombardo is also one of the most prominent testers of retro software working on reactOS).

go copy a en-US.rc file, call it la-VA.rc and start translating strings from English to Latin

a good start might be in base/shell/explorer since that'd be the first user-visible thing on the screen.
