Iirc, it's something like transmeta crusoe many years ago, vliw with on the fly x64 instructions decoding and organization. Still an interesting arch.

Elbrus CPU has VLIW architecture, to run x86 code it uses 2 of its' 8 (or 16) cores in combination with translator mechanism and special firmware
