No. x86_64 architecture does not allow you to get access to Virtual 8086 Mode when the processor is running in 64-bit mode.

You would either emulate it by software, or use VT-x to create a minimal working 32-bit virtual machine kernel

But pre-80386 CPUs are too slow at today's standards. Emulating it is actually the best solution as for now.

For the virtual machine option, you could possibly run a 32-bit ReactOS VM inside a 64-bit ReactOS machine, then run your 16-bit application inside that VM. I am not sure how much this would be faster than straightforward emulation, but the RAM and I/O overhead is not negligible.

Interesting! At least reactos on reactos, for 32 bit on 64, is feasible. Iirc reactos ntvdm is very powerful, so this could help
