if I'm on runlevel 3 I can get into CLI
but can't do much else from there

clean up /var/cache/dnf and remove rpmfusion repos from system via RPM -e not dnf remove
the install the new rpms pkgs from rpmfusion that worked for me

okay so first list out rpmfusion with "rpm -qa | grep rpmfusion"
that command will list out the installed packages
second copy the package names from the output and do as follow "sudo rpm -e {paste package name}"
the "sudo rpm --rebuilddb && sudo dnf clean all && sudo dnf upgrade"

then installed the 2 new rpms from rpmfusion
this work for me on one of my machines but my main workstation has zero rpmfusion problems

yeah Fredy relies heavily on rpmfusion and I don't belive they have an installer that support f24 yet last I check was yesterday morning and nothing
so remove fedy and rpm fusion
the reinstall rpmfusion and wait for fedy support
