I thought so. Mobile stuff is so weird... Germany SIM doesn't work outside Germany but my UK SIM does work anywhere inside and outside UK. And I didn't pay any roaming flat rate!

my sim works in .al, but it gets expensive for data roaming. so I don't use it for that. there is wifi everywhere in .al
of course my telco provider is to blame, not albania...

here, at those few wifi hotspots that require login, most of them just show up the password at the login page
all you have to do is put that in the box and click login, that's t
while those hotspots that are provided from mobile providers, require you to send an sms to a special number and you get the password for that wifi for the day
because it changes everyday

You still can buy a sim card "under the bridge" here.
But thats illegal.
And you better to buy a phone for it over internet from Ali Express, and not use it with any other sim card to prevent correlation.
