Well it depends on what is the case of upgrade. If you just installed for the first time using the ISO availables on getfedora.org then after installing dnf will pull the metadata cache and later will download every single package in its most recent version. Hopefully drpm comes enabled by default, that will save you a lot of time and data.

There is not any difference between dnf update and dnf upgrade, if you only want to refresh the cache and its metadata to see the packages with availables upgrades use this: su -c 'dnf check-update' or sudo dnf check-update if you prefer.

By the way, if you rely on mobile data packs I would suggest to you to disable dnf-makecache.timer: systemctl disable dnf-makecache.timer systemctl disable dnf-makecache.service To disable and prevent GNOME Software from downloading updates automatically: gsettings set org.gnome.software download-updates false

It depends on the net speed. Also, if it's the first update it's normal to take long as it has no chache and has to download a lot of stuff at once. Anyway, it would be useful to know more details like type of computer and internet connection.
