Well not sure the case for your location, but here's not the case. Just few models that have pre-installed operating system ( usualy Windows ). Most of it are installed by the seller using the trial version of windows system.

I don't think that's the real problem. The real issue is in the professional software that has no match in Linux. Like Photoshop, Corel, etc. You need this to work and if there's a similar app available it doesn't make quite the same or lacks too many features.
