Well, As I said before, creating a local mini mini tiny repo on a usb was possible in the yum days, not sure if this same scenario might have a solution like this, the slides are in spanish, and deprecated since they make use of yum:

I always keep the cache of downloaded and upgraded packages in my /var/cache/dnf/
But I don't know if dnf support or have the same feature that yum had or if exist something equivalent 'built-in' dnf.

What about this:
1. Make a fedora fresh install, with the same DE and architecture.
2. edit your /etc/dnf/dnf.conf in order to keep cached all the coming updates packages.
3. Then install all that you need including updates.

4. the copy all the downloaded packages and try to install/upgrade using rpm.
this are all the packages that I have installed and the upgrades made since December 25 2015.

In case of having duplicated version of the same packages just copy the latest to the same directory on a large usb and then try to install every package with rpm -Uvh package.rpm

Woohoo, congrats!! That's always a super nice feeling. I'm trying to remember when I first started using Fedora exactly now… I started using it somewhere in December 2014 with Fedora 20. I just got a new laptop and the first thing I did was wipe out Windows with a fresh install of Fedora. :P

You may make a search in your old inbox of the different accounts, because you got an automatic reply
sure, there are several ways to make search and narrow down by OS, archiceture, version, package
be aware that all bugs that went EOL are discarded. You get a message to update your bug to new version if it still present in the new version. But failing to bump up version, it will result in deletion as the old version reach end of live
