Lets say I want the default Fedora 23 with just git available by default, any links that could help me?
Usecase : I usually visit many schools / colleges/ universities and everytime I got, its getting tuf for me to ask them to install Fedora on their lab computers . So instead if I could carry a few LiveUSB, with the default set of packages already bundeled, it could help me move things faster.
Like, git, python, django stellarium etc aready bundled.
This was possible in the olds yum day, I haven't try this since fedora 17. Recently I found this in the r/fedora sub:

Well, As I said before, creating a local mini mini tiny repo on a usb was possible in the yum days, not sure if this same scenario might have a solution like this, the slides are in spanish, and deprecated since they make use of yum:

I always keep the cache of downloaded and upgraded packages in my /var/cache/dnf/
But I don't know if dnf support or have the same feature that yum had or if exist something equivalent 'built-in' dnf.

You can try search the way to enable persistent storage on Fedora Live. This magic is burried somethere in Fedora LiveUSB Creator code (old one).
Or ask about it somethere on rel-eng IRC/ML.

What about this:
1. Make a fedora fresh install, with the same DE and architecture.
2. edit your /etc/dnf/dnf.conf in order to keep cached all the coming updates packages.
3. Then install all that you need including updates.

4. the copy all the downloaded packages and try to install/upgrade using rpm.
this are all the packages that I have installed and the upgrades made since December 25 2015.

In case of having duplicated version of the same packages just copy the latest to the same directory on a large usb and then try to install every package with rpm -Uvh package.rpm
