If you do it proper you use a Framework like kohana, an orm (comes with kohana) or use something like laravel and strictly keep to the mvc.

visual studio is not a "best ide", I've used it for a long time and I was relieved when I was able to switch to Qt Creator

Wordpress uses php because it is available o almost all cheap webhosts, and has problems as it has to maintain compatibility with old php versions to make sure it will still run on those cheap hosts. As, you can't deny it, php is the most available and it makes installing webapps really easy
