No, only what you have installed will be upgraded. It doesn't reinstall anything you deleted.

But if, let's say, you deleted some default app, that won't get reinstalled and of course there's nothing to update because it's not present in your system.

If you already have Fedora installed, you can install the group for KDE. I have link explaining how, I can search if you want. If you have no Fedora installed, you can search for KDE Spin, download it, create a USB live stick and use it to install it.
