No, you don't have to.
Configuration and user files remain as they are.
The upgrades affect whatever you have installed, so if your system is about the same as the one you installed first, it will be much smaller than if you installed many programs in the meantime. But if, let's say, you deleted some default app, that won't get reinstalled and of course there's nothing to update because it's not present in your system.

If you already have Fedora installed, you can install the group for KDE. I have link explaining how, I can search if you want.
If you have no Fedora installed, you can search for KDE Spin, download it, create a USB live stick and use it to install it.
One of my main reasons to leave Ubuntu in the very moment I met Fedora.

Once I removed baloo because it keep crashing and I don't know wtf it is. And dnf took almost the entire DE as dependencies and removed them because I didn't check the messages?
