Telegram Desktop is licensed under the terms of GPLv2, right. But tarballs from official site includes some proprietary code not from official Git repo (you can check build scripts from official TG repo). So it is proprietary software, not free.

Proprietary version from official site - no. Built from sources with my patches will support fontconfig settings. Fonts can not be replaced now.

You can unpack downloaded tarball and replace OpenSans-Bold.ttf, OpenSans-Regular.ttf and OpenSans-Semibold.ttf by your own fonts, then pack new tarball and put it into rpmbuild SOURCES directory.
