I guess it should be right after:
su -c "dnf system-upgrade download --releasever=23"

Something like removing everything and just letting a kind of «minimal install» in order to install anything on top of it?
Even it could be useful to remove a lot of packages and later upgrading just the basic system.

IIRC gnome has a group packages.
Maybe removing it before installing might do the trick
su -c 'dnf group remove gnome'
