Is this true? I didn't know about that

There are some portable, custom Windows floating around, you can even make your own if you're brave enough

It's not as straightforward as making a custom Fedora LiveCD, or any Linux or open-sorce OS for that matter

in other word, painful, but possible nevertheless

Swap is on your hard (drive). Both the swap file and the swap partition, whichever you choose, are on your hard drive. That's the concept of hibernation — dump the content of the RAM into a swap file or partition on the hard drive for continuous storage, to be able to power down the RAM (which loses its contents on power off).

Yes. Because there is also the possibility of choosing a swap file instead of a partition, as I mentioned.

As far as I know no, at least that's what I've read on the Arch wiki, I think it requires manual intervention. But I've never tried because I always use a swap partition.

Fedora/yum/dnf do clean up old kernels, unlike Ubuntu

The rest is used by your IGP. The value may be configurable from BIOS/UEFI settings, but you won't be able to get the whole of 4 GB
