Cinnamon for me is a distro project version of Mate. Mate doesnt have fork because is not so big and has a clear focus, what fell off from that focus is covered by cinnamon. Cinnamon has a bad integration with gnome apps and their team decided to do some pointless fork (e.g. atril) so I think it harmed Gnome. But to be fair I admit I dont really like the project of Linux Mint.

Mate is the continuation of gnome 2, Cinnamon has some different opinions (but also small team to keep up with gnome 3 even if they'd want that)

still, I prefer both nemo (cinnamon's) and caja (mate's) to raw nautilus :)

At the beginning mate was based on gtk2, so porting evince into mate was not able due to gtk3.

They wanted to continue where gnome2 stoped.

The kernel is a good example. Every distro has it own kernel team with customize it according to the requirements of the distro.
