If you pause the video in 0:05 you can see how the semitransparent icon being dragged gets in the top left part near "Activities" and does not follow the mouse cursor, which should be the right behavior
Then, when the cursor is over the another window around 1-2 seconds it should be displayed and allowed to drop the icon, but it does not
If you try to do the same video in gnome on x11 you will see what I mean
