Telegram identify them not by IP address, it's done by phone numbers. Than you can't skip ban by VPN

:/ make install is not evil when you use the right paths

First you should competely uninstall it. Then you should install this package from Fedora repositories or build a new RPM package manually.

Try sudo make uninstall in installation directory first. It can work, bot not for all applications.
