A lot of this is applicable to Free Pascal/Lazarus too. It's not a 1:1 translation, but you can still get Lazarus to have a Delphi-ish IDE running on ReactOS, and follow most of the book :D

Yes, in a way ReactOS uses Wine source code to implement Windows functions. The difference is that ReactOS uses its own kernel, which supports Windows drivers and Windows syscalls. Wine does not support Windows drivers (as far as I know) and translates Windows function calls into Linux or other Unix-like kernel function calls.

Although it may not seem like it, Wine itself is practically a toy Windows. With Wine, you have DRM, regedit, explorer, Wine Internet Explorer, Mono (analogous to the .net framework), cmd, and several DLLs. So it makes perfect sense for a Windows clone system to use these Wine things, which in a way are Windows programs and libraries.

There's been some work to run USB drivers in userspace with libusb on the Linux API side, but for the most part, Wine is only a software compatibility layer. Hardware is managed by Linux alone.
