Winelib doesn't have a presumption of binary compatibility. It builds applications, using the Win32 API, to the host OS's native binary format. Like on Linux on POWER9, it'd still be an ELF file loading Win32 libraries that are also ELF files.

for Winelib's purposes, binary compatibility with Windows is not even a consideration. If ReactOS had a RISC-V port, it may become important if Windows can run ReactOS programs and vice-versa, given a Windows RISC-V port too

only thing stopping most average people from adopting alternative architectures like ARM is the lack of compatibility with most entertainment software products like games and other kinds of legacy applications that won't run anywhere else (a problem ReactOS is trying to solve).
