No, it's not.

It's an open source reimplementation of Windows NT, with the goal to be compatible with all drivers and applications. The kernel is currently fixed at 5.2 (Server 2003 / XP64), because it's an unmoving target to go for. It's a milestone.

most of it is unpaid volunteer work. That's why it's slow. If you want it to progress faster, you better have millions of dollars to make it full-time. :P

I remember the original iteration of the project, which was supposed to target the win9x versions. Unfortunately, no substantial amount of code was written.

No code was written at all. FreeWin95 was all talk and no code

Windows NT was visibly the proper future of Windows at that time. Win9x was a hold over until DOS support wasn't so important.
