That particular screenshot was made just by making a exFAT-formatted disk on my host (running Linux), copying a file to it, attaching the disk to the VM, bam.
There is one limitation in Windows: the format GUI won't let you format non-USB drives as exFAT, but you can overcome it by the command line: format /fs:exfat

you'll have to muck around in diskpart to do it on the command line. the Disk Management GUI works fine enough for me.

diskpart is one of the gnarliest bits of Windows components, I never remember the commands inside it.

it might be the case that some particular ransomware depends on Microsoft's crypt libraries built into Windows, and maybe ReactOS doesn't implement the protocols it'd need.
I'm not even aware of missing functionality in ReactOS crypt, but I can imagine as much.

For a time, it was the principle point of development for ZFS still, but that's shifted to OpenZFS, which is primarily Linux and FreeBSD.
illumos still contains some neat features, but it's a bit like grasping for straws as there are very few scenarios where it ends up as the ideal operating system. Running old Solaris binaries is one of the main pluses.
Beyond that, FreeBSD has practically every feature of interest (eg: ZFS, DTrace, NFSv4 ACLs, jails (zones)), greater hardware support, greater software support, much more active development.

Linux became a thing in 1991 (and likewise, not based on anything but a vague idea of what a Unix-like OS could be)
