also different kinds of viruses exist. Some of them are just simple legal programs -- no funny business with API bugs or exploiting security holes.
The ones that do all that stuff probably will never run.

with virtual machines you can do it, but then you're just swapping between two independent OSes

Because let's say there's something that both Windows Proper and Linux have pretty well figured out, if you can't get reverse engineered Windows code at least you could use a Linux replacement in the meantime, and the Linux alternative might be better, depending on what it is

Linux and most of its user space was developed by means of reverse engineering.
