Almost all applications are still pushing out 32-bit versions, often exclusively, because they run everywhere.

Even just having the OS see all your system RAM could be mitigated by having PAE support, which would allow up to 64GB (4GB per application). To be fair, ReactOS doesn't support PAE either while a native amd64 port is WIP

Linux side of things doesn't really matter. There are a handful like Debian and Gentoo that will never drop 32-bit support for as long as the software still supports it (Linux is likely to do so indefinitely)
