Yes, but even if win32 is an old format, it still works good for most necessities (on 32 bit environment, of course). Metro apps may be newer and with better specs and features, but most users don't need these changes.

if both teams (wine and reactos) just decompiled windows code, then programs + drivers would run with 100% efficiency (more or less)

you can't really "decompile" C or C++ programs.

There isn't enough of the source's structure left in the binaries. especially not with optimization passes.

There is such compatibility being developed and already included, all user-land. It doesn't really depend on kernel features nor drivers :P
