I am just now making attempts to build with a current mingw-w64 installation, and it seems to be kind of fucked with finding include files (eg, claiming to not find winnt.h even though it is at /usr/i686-w64-mingw32/include/winnt.h)

Erm, isn't? You aren't emulating a whole computer, just running programs with an alternate set of support libraries.

It is 8.2.0 on my system (Arch). It appears Debian has the same version in sid.

testing is what will eventually become stable

Packages usually start out in sid, and if no breaking bugs are reported on that version, automatically moved to testing after 10 days if it isn't in a freeze

Exceptions are when packages are pushed to "experimental" instead which are ones that are expected to be so broken that they will break sid.
