I doubt Microsoft is supporting anything older than Windows 7 either, so ReactOS probably has quite a bit of catching up before .NET Core could be integrated.

Also, we must not forget prism and nsagate scandals. So, I don't think they'll release the kernel, at least without some "cleaning"

probably a lot of it comes from DEC and other companies, I doubt Microsoft owns the whole copyright to Windows itself, even the kernel.

They seem to be making inroads toward that goal, but they haven't stated it.

They probably don't want to repeat Sun's mistake where they said "We'll open source Solaris!" and then took years to do anything more substantial than DTrace and ZFS (technologies that were known to be 100% in-house). Pretty much just because they needed to track down the copyright status of every component.

.NET is like those two, Microsoft knows they didn't contract anyone else to make it, thus able to just release it.
