uxthemes are just resource files... no executable code (afaik). Much like icons and mouse cursors and such use the same format.

the theme itself could use windows' fonts for maximum "simulation", you mentioned that in your issue already, but it'd be neat for a more fitting theme also from the screenshots I saw (probably was a dropdown menu or smth else displayed as a window) the window felt a bit off imo

i don't have MS Sans Serif.... Actually I could probably copy it from Wine but *shrugs*

i think around 2000 - Vista Tahoma was the standard for the Classic theme
