If I own a forum where users from all across the countries sign up, how would I make sure that new users are not the old ones who came with a new ID just because their old ID rating was spoiled

We need strong Security Enterprises in India ??.
Also we need larger privacy rights group working on real issues.
But just important there should be awareness among Indians related to Privacy issues with Aadhar. So that they can question the government policy keep them on track.

when judging the merits of a project, do not look at what the aims were, look at what the results were
Objectives of a project is like the syllabus of an exam. They form the basis for everything. Implementation is like the preparation of the exams which shows us where we fall short. Just Bcz the implementation is flawed, we just cannot criticize the objectives allover....
Also, I dnt prefer to bash my government Bcz I can see they are trying a lot of new stuffs no one though before since independence. Rather prefer to criticize it. Force it to act accountable. There is a lot of effective means to put pressure which we dnt care to take for the country wellbeing. Thus we will not be in the history book of our kids. Lol.
India ?? is difficult to govern. India is unique. The world leaders accepts it again & Austin. One side its China ??. Another side its Pakistan ??. More importantly its the west (CIA+MI6; & FSB to an extent) jointly keeps this region disturbed by tactical finding & training of Pakistan ?? ISI (CIA), to maintain their dominance. But India ?? is rising.
As an Indian: We need a lot of Surveillance, Biometric identification to avert sleeper cells(its like cancer).... We need to get serious about national security. It's better to act strict like America ?? then like Europe & face terrorism.
As a privacy Activist: We need more privacy groups everywhere, awereness everywhere, activism everywhere specially on the grounds in collaboration with international privacy community like amnesty international, privacy international does...
Sorry for being this large. ?

VPN does what(Google)? Tor does the same. In a different way.. More rigorously.
Now about vulnerabilities in each, it's in everywhere.
