Just install bind and webmin packages, so through web acesses configure Bind Name Server

Very easy

If you can avoid anything like webmin if you need any kind of security.

Try to use dns on a different machine, ideally a firewall like opnsense.

Which goes to great lengths to have a usable gui that does not interfere or control the system directly.

If your pc has a sim card slot and allows for such?

You can always use a mobile network carrier for data and then pay an SIP provider to give you a public number

Use a terrible theme with little contrast, find that wallpaper on deviantart and install conky and ask whoever made that for his theme

some GSM modem allows this, in my experience. For SMS and telephone only. For other features, you can use android emulator.

I don't see any thing wrong in the default gnome theme.

Maybe ppl have some extra ram, so they spend it on smth like that :)
