And at most you can have the Nvidia Drivers from negativio move to rpmfusion

The drivers won't be in the official repositories, but the drivers will be available in GNOME Software and once you click Install it will enable the 3rd party repo and install it, so for the end user the result will be the same.

It's basically just about enabling it in GNOME Software, it may even be enabled for F25, for F26 most likely. The only additional stuff you need to do now is just to enable the repo manually.

Yes. It's not (completely) untrusted. There is a process for adding 3rd-party software to GNOME Software. In this case, Red Hat cooperates with the maintainer of the repo. And of course, the user will be notified that he's not installing software from Fedora.

Our opinion is that it's better to let people install 3rd party software through verified channels than putting our heads in sand and let them install it from whatever sources on the Internet.

If the user doesn't find the Nvidia drivers in the software catalog what does he do? Goes and googles a random repository which says it has it. It's not really more secure.

That works for me. But it is a shame Fedora's GRUB only recognize Windows, any other OS won't be recognized and obviously not displayed by GRUB. And an Ubuntu Based OS for testing KDE development branch does it.

As far as I recall, the Army is fairly modernized, it's the Navy that's paying billions to Microsoft to maintain Windows XP.

Mostly because as an embedded operating system, it's powering most of the sea vessels in deployment now.

If the Army is using it, I don't think it's that widespread. I know the Navy is probably one of the only reasons Windows XP will continue to exist for who knows how long.

Of course, if you mean so long as a human is using them, I think that also applies to open source software… to be fair.
