Yes, but you're not forced. Many times I've been out of WiFi, and the worst thing to happen is that when I get online on a WiFi and type "dnf update" it's a lot. But you don't need to update everything, I just make small updates. It works very well when you're short of bandwidth.

Well, Fedora kinda does that. GNOME Software downloads new updates automatically on the background. There should be something now that intelligently identifies if you're running on GSM connection and disables the automatic update download, but I don't know how good the determination is.

Fedora Cinnamon Spin doesn't. It only warns when there's a new update.
