Because govt actually checks that stuff.
We have a university attestation next year and it has to be 100% in order.
What profs give us is up to them, they have same materials in .doc anyway.
Nobody restricts them to make a copy in PDF and share it.
But I feel more comfortable when I can get a .doc, scale it to A6 format and make a PDF out of it, so this PDF, rather than A4 one they would give to me, would look better at my e-book.

How I do: I take .doc, convert it to A6, make very slim borders and make a PDF out of it. It fits perfectly.
Nothing other than what is in by default.
And definetly no reflow support.

Tax reports still have to come in Word 5.0 (or 8.0, don't remember which exactly) compatible format at a 3.5" floppy.

It is an enterprises regulation.
All other taxes are calculated by govt, so, you don't need to send anything.
