Yes.

AFAIK, the drivers are available on the Fedora repos, and they come on any live ISO, so they are already installed. You can check that all of the packages availables here might be already installed in your system: https://download.01.org/gfx/fedora/25/x86_64/

Also, note that the drivers availables in the Fedora repos already received test so they work.

Installing that intel-driver not gonna make any difference since Fedora getting that drivers in the main repo already (intel drivers provide by intel itself) so Rino should be fine in default install too.

unless there are some features in such old version of gcc which are missing now :)

It is using maven to compile the sources

here is the maven error message
