I don't think is a problem with drivers. It's just the edge scrolling that is not working. I suspect something related to Gnome. Let's see.

It's something that came with the upgrade. In Fedora 24 was working fine. But after upgrading to Fedora 25 the edge scrolling option is there but does nothing.

Try using lspci and/or dmesg to see if you can figure out the name of your touchpad
If it's Synaptics, you can install synclient and use that to manually configure it, to some extent
Many of these troubleshooting steps are relevant, although they may need some adjusting for Fedora: https://wiki.archlinux.org/index.php/Touchpad_Synaptics
Actually, there isn't much on Wayland here. Wayland uses libinput, so you may have to look up specific configuration settings for that. Although, if I recall correctly, libinput isn't all that configurable.
You can also give it a try in Weston; sometimes Gnome and libinput conflict
That'd at least narrow it down
