the update tool just act as the updater, in case fo fedora its updating the gpu-tools, libav/va & cairo. if it's possible for you, you can build the entire stack or use the recipe for F24 https://01.org/linuxgraphics/downloads/2016q3-intel-graphics-stack-release

it's gonna take some time to make Wayland to work properly. usualy X11 didn't have this issue

Funny thing. Everything in chrome and rendered in the same space like over chrome window works perfectly:) without any flickering

Is there an app like grapher for Android for plotting funcion for linux?

Something simple and straightforward. Now I'm using Gnuplot and it works quite well but I prefer grapher

but if you have big data, use MathGl or ROOT (Cern).

I'd say it won't. Continuing downloads is a thing in Debian and Arch, so it should also be in Fedora.
I can confirm this. My internet is usually quite unstable and already gave up in the middle of updates, downloads, etc. DNF never had a problem. It picks from the point it left and download the remaining file. I'm still using Fedora 24 but I see no reasons for it not to work in Fedora 25.
