Oh? I've always had to update it manually
When just installed, Gnome updated a couple of times before I realised what was going on and disabled that "feature". This was last year, the last time I used Gnome. KDE doesn't actually do it but checks and asks if one wants to update. But in checking there's always some download and that worries me.
One of my flatmates does have the auto-updates and I grumpily told him to disable it. He can upgrade at his parents' house with unlimited internet.
I've read in some QA discussions this thing about upgrading stuff by default or not (in Workstation). But given I missed the last meetings, they might have changed things and I'm not aware of it. Not to mention I use KDE and not Gnome.

Removing PackageKit does the trick easy. :P
Else you need to set some dconf values and disable some timers.

IMHO: PackageKit download rpm into /var/cache/PackageKit/ , and dnf download your rpm into /var/cache/dnf/. If you use "dnf update", into some case you download the same package twice.
this is the reason why, after install fedora workstation I run:
dnf -y -C remove PackageKit
cd /var/cache/ && rm -rf PackageKit/
dnf -y install dnfdragora
systemctl mask dnfdaemon.service
and I use only dnf update when I want update
dnfdragora use the same cache of dnf
