I created a new user and installed the exact same theme which is adapta and there, the right click menu stays as it's supposed to be, it uses the color of the theme.

Yeah, definitely something in your configuration is telling Plasma to do that.
But it's not the colour schemes, that's Plasma or QT settings.
Breeze is another theme I don't use ?

Just checked. No changes for me. Plasma becomes transparent with blur unchecked and returns to normalcy when blur checked.
Context menus are fine and perfectly readable.

at that point, the only ting that might be updates is dnf upgrade —security, but tha that's even a major symantic argument. fwiw, with apt update updates the repo meta data, and you still run apt upgrade to do any kids up zudate/upgrade. if the symantics is really that much of a problem I guess it is time for someone to write a new package manager with their symantic proclivities.

Not really. I had to reinstall after desktop upgrades. Not often, but it happened. Or use a live ISO to access files in system so to fix whatever is not working after the upgrade/update.
And provided DNF uses only "upgrade" as command, that is an upgrade.

I mentioned days ago some stragen issue with Python 3.6. I managed to find out the cause: Dnfdragora. For some reason, when I quit this program it returns an error in Python 3.6 claiming that it stopped to work. There are no ways to report the bug, only to restart it. So I do, and nothing seems affected.
But at least, now I know where's the problem.

There is a dnf update.
It's an alias, it's not an actual command. The command is dnf upgrade but to make it easier for old Fedorians who were used to type "yum update" they kept it.
