The famous unsafe/unclean state, this is by design
If you want to share data with another OS, consider moving data to another partition and unmount it before shutting down

Don't copy/move/remove files on windows C: from a Linux session.
When shutting down Windows keep the Shift key pressed while you click Turn off and keep it while the computer turn off, or run from the windows terminal
shutdown /t 10 /s
Turning off this way avoid locking partition when mounting it on linux.
Use a secondary partition for copying files from linux to windows.
Try to not mount the linux partition on windows. It may corrupt the linux file system.

I am trying to configure a demo using several computers. I want to use my laptop as a NATting router to share WIFI over Ethernet. Everything on the Ethernet side has a static IP, so I don't want to use BOOTPROTO=shared. Anyone have experience with iptables to help me troubleshoot?
