@elioqoshi I think the issue is with third-party repos, but I really don't think a fresh install has to happen. The only time I've ever had to do a fresh install was after an upgrade and the Nvidia drivers broke on the newer kernel version…

I'm not an expert but you should be able to do the upgrade, but you will need to see what's blocking the upgrades (seemed like something with Qt) and see if all the third-party repos you're using are updated and ready for F24.

I always have to wait a couple months after a Fedora release for Nvidia drivers

I do remember when I was setting up fruitiex's teleirc bot, there was a collision with the bot because i was using an existing nick ... and so one kept getting bounced off the irc server and wouldn't send messages to the channel. probably not the same issue but seems a little bit similar.
