Not true. Google services won't work, but apps will work as usuall.
I did not seen any app, which crash without present Google Services, except for Google-made apps.

Official Telegram client for Android works without Google services. But requires them for location.
But IT WORKS without Google services.

Well, Fedora 24 isn't quite out yet. But you could get to 23 fairly easily.
I learned recently that you will want to upgrade to 22 THEN to 23 in order for things to work best and for everything to go according to plan.
