This is how I installed mate wihout installing Cinnamon:
dnf -v groups --exclude=cinnamon --exclude=core install mate-desktop-environment
So I was thinking to change install with remove, cinnamon with the core, mate-desktop-environment with gnome-desktop

If you only want to remove GNOME, this provides the package set provided by the group gnome-desktop
dnf -v groups info "GNOME"
From which you can get list of all the packages to remove manually.
