Try to follow the video tutorial step by step.

It solves the same case you are facing.

Make sure you not wiped the ESP partition, sometimes it is sda2.

Try to reinstall fedora, with a more recent version and follow the steps if the problem persist.

Make sure you create a partition for /boot/, and then after mount the existing ESP partition on /boot/efi without formatting.

Yes, there is only one EFI Partition, some manufacturers give support for BIOS (CSM Legacy boot) and UEFI, this make me wonder if booting into UEFI mode it is not supported by your W7?

Steam is a 32 bit application

Most games are 32 bit

There is no supported 64 bit build
