I also have this problem and disabling fast boot didn't help (and have been too lazy to debug it as well). Mounting the partition read-only is the only way to access it on Fedora

shutdown /s /t 0 in their cmd

you could try using ntfsfix but that's not permanent solution

It seems deliberate, but that might be just a poorly tested patch

If it is deliberate, it's a stupid thing to do. You don't abuse a monopoly by hurting your users directly
