My point is that if you’re on mobile it may not work correctly, and maybe it’s better to wait until been able to use a computer. Nothing else.

I'm always frustrated when I see non-responsive designs ._. It's not that hard. Put your menus into a drop down. move everything optional underneath your content and try to scale everything on a useful size. Tables can have vertical scrollbars, that's it. There are enough frameworks out there that do it without the need of an expensive webdesigner.

And now do that to an old codebase. Especially if it uses frameset :3

In case of framesets, yes, it's a bit more complicated, but it's not impossible. It needs work and someone maintains the software, so there should be a place to start. If there is no one maintaining it, the software should be marked as "replaced soon".

Sheesh, most users will not be able to fix their page responsive in a million years and dont give a fuck - others use old software (dropal/joomla/type/wordpress) and can't update on their own and others had gotten 5 year old giant software pieces that they now want updated by a new company.

In all these cases you will not be able to fix it without paying.

You. But it takes work, time, knowledge and often paying for that. Not many like to do that
