well, theres a public database of ports built on the public server, it's updated with pkg update. since your pkg update doesn't seem to update the database, its worth investigating whether you have up-to-date config of pkg repos

01- search for a package like "py38-fastest_pkg" and install it
02- launch "fastest_pkg" in your terminal
03- you will see a message demanding you create a file and write some words. Do this as root
04- you can reboot if you like, then you will have the fastest download.
