Many softwares, even open source, are discontinuing support to XP and its contemporaries, and this discourages using ROS. Wine itself has it configurable in wineconfig. This isn't a dumb question if you interpret it correctly. If this is in the releases roadmap then it's a plan, otherwise it's just a wish.

to achieve that, you'd need reactos in a state where it will not fry itself instantly when installing some video card drivers, when that's achieved, work on a desktop window manager can begin and slowly but surely, a aero like theme will be developed along side it
